James P. Garrison, President
With three decades of service, Jim has had the opportunity to be involved in Federal and State cases throughout the United States. He has held positions including: Risk Management Administrator for the City of Phoenix, Risk Manager for the State of Illinois, and Assistant Deputy Director for the Illinois Department of Insurance. Jim is the founding principal of JCR Settlements, LLC.
Chad D. Ettmueller, SVP
Chad is Senior Vice President of JCR Settlements, LLC. Chad specializes in both personal and commercial general liability, trucking/transportation industry claims, medical malpractice and workers’ compensation claims. Chad possesses significant experience working with Medicare Set-Asides (MSA’s) in both Workers’ Compensation and Liability negotiations.
Ryan J. Garrison, EVP
Ryan’s responsibilities include; managing internal operations, development of marketing materials and website design, administration of our proprietary case and management software, and developing partnerships. Ryan is the Executive VP of JCR and the President of Garrison Financial, LLC where he works with trial lawyers and victims of catastrophic injuries, nationally.

Greg Maxwell, JD, CFP
Greg is an attorney, Certified Financial Planner, and settlement planner with Amicus Financial Advisors, LLC which he co-founded in 2006. He is also a partner in the law firm Tombs Maxwell LLP. His practice specializes in special-needs planning, government benefit planning, and financial planning for settling plaintiffs. Greg is a licensed attorney in Utah and Washington D.C. and received his education between Texas Tech (J.D. & M.S.) and undergraduate from Brigham Young University (B.A.).
Tory Owens
Tory Owens is a certified structured settlement consultant who works with attorneys throughout California to create structured settlement annuities for their clients. He focuses on plaintiff-oriented cases that stem from physical injury, child and sexual abuse, medical malpractice, mass torts, wrongful deaths and attorney fee deferrals. Furthermore, Tory received his Bachelor of Arts in Communications from Clark Atlanta University in 2004. Tory if the founder of Tory Owens Structures Settlements.
Joe Tombs, JD, CFP
Joseph Tombs has thirty years of experience in various aspects of law and financial planning. He started his career as a tax and estate planning attorney. Joe has served on the full-time faculties of four universities: University of Georgia, University of Louisiana, Georgia State University, and Texas Tech University and as an adjunct professor at University of Southern Virginia, Kaplan University, and Lubbock Christian University. Joe is a founding member at Amicus Financial Advisors, LLC and Tombs Maxwell LLP.
Mark Vroman, CFP
Mark is a Certified Financial Planner™ and has devoted his 18+ year career to advising; injuries victims, their families, and the families of educators, firefighters and law enforcement officers. He holds a Bachelor of Business Administration degree from Florida Atlantic University where he majored in Business Economics and a Certificate in Financial Planning from Boston University. Mark currently resides in Orlando, FL and is the founder of Collaborative Settlements where he provides settlement services to plaintiffs and attorneys.
Ryan Smith

Fernandez Anderson, CSSC
Fernandez Anderson is a native of Canton, Mississippi and an Alumnus of West Virginia Institute of Technology. He is a member of Omega Psi Phi Fraternity, Inc. and currently resides in Atlanta, Georgia. In 1998 he personally negotiated the settlement of the largest settlement of a single Wrongful Death case in Mississippi’s history. Fernandez has worked with many of the most prominent Attorneys throughout the southeast. He currently markets to Plaintiff attorneys as Majestic Settlement Consultants.
Frank Evans
Frank Evans’ practice is based on working collaboratively with injury victims, plaintiff attorneys, and corporate clients by structuring in-depth executive benefit strategies and supplemental employee benefit programs. Frank went to University of Illinois at Chicago and still resides in Chicago, IL where he manages CBA Settlements and CBA Pension. On the settlement side he focuses on catastrophic injury, traumatic brain injury, and minors’ settlements. On the pension side he specializes in employer sponsored qualified retirement plan design and implementation along with executive benefit solutions to recruit, reward and retain key partners.
Reynolds Whatley
Reynolds Whatley was born, raised and still resides in Birmingham, Alabama. Reynolds finished his education at the University of Alabama at Birmingham with a minor in Spanish and major in International Political Science. He began his career in the settlement planning business in 2004 when an attorney asked for help creating an income stream for his disabled claimant. Reynolds specializes in comprehensive settlement planning such as: Medical Malpractice, Trust Services, Wealth Preservation, Government Benefit Protection, and Medicare Secondary Payer Compliance. Reynolds enjoys anything outdoors; exercising, fishing, and volunteering his time.

Joe Villarreal
Joe handles all cases for his brokers from the point of sale through annuity policy issuance. His knowledge of life company requirements is extensive, which enables him to answer questions for our clients and assist them in finalizing settlement documents and court orders with confidence.
Connie Garrison
Connie’s many roles include office manager, administrative and accounting functions regarding all matters. She has been a key part of JCR since its inception and brings a vast background in medical records and administration from Biltmore Cardiology where she was a long standing employee.
Perla Herrera
Perla has been involved in many cases assisting in the settlement process. Her skills enable injured parties to understand structured settlement concepts and their advantages. Perla has helped her Arizona community through charity work, including being a Wish Granter with Make-A-Wish Arizona, and being involved with the Scottsdale Prevention Institute (Paiute).
Carolyn Brock
Carolyn is a Paralegal and Case Manager at JCR Settlements, working closely with the brokers and coordinating the necessary closing documents to secure annuity policies. Carolyn assists in drafting settlement documents and court orders to ensure our clients are in compliance with the life company and IRS rules and regulations.
